Benefits Under the Investment Incentive Certificate
Under Turkey's Presidential Decree No. 9903, dated 29 May 2025, solar energy investments are broadly supported. Investors holding an Investment Incentive Certificate can benefit from tax reductions, customs duty exemption, VAT exemption, interest/profit-share support, and social-security (SGK) employer-premium support.
VAT Rate
A reduced VAT rate applies to solar equipment such as panels and inverters; machinery, equipment, and software purchased under an incentive certificate are also VAT-exempt, for both domestic and imported supply.
SME and Agricultural Support
KOSGEB offers energy-efficiency and renewable-energy support programs for SMEs; applicants must be registered in the KOSGEB database and hold active SME status. Farmers and agricultural businesses can also access non-repayable grant opportunities under programs such as TKDK and KKYDP.
Application Process
Investment incentive applications are submitted electronically through E-TUYS (the Electronic Incentive Application and Foreign Capital Information System). For unlicensed generation — the category most rooftop/ground-mount solar projects fall under — connection and capacity processes are subject to EPDK's current regulations, which can change from time to time.
